District Attorney
Richard A. Brown of Queens County was born in Brooklyn on Nov. 13, 1932.
He received his Bachelor of Arts degree from Hobart College in 1953,
graduated from New York University School of Law in June 1956 and was
admitted to the Bar by the Appellate Division, Second Department in
October 1956.
Prior to becoming a member of the judiciary in September 1973, Brown
spent nine years serving in various important legal positions on behalf
of the leadership of the New York State Senate and Assembly.
After serving as a judge of the Criminal Court for less than two years,
Brown was appointed the supervising judge of the Brooklyn Criminal Court
and assumed full administrative responsibility for the operation of
that court and supervision of all judicial and non-judicial personnel.
In January 1976, Brown was designated as an acting justice of the Supreme
Court of the State of New York.
In November 1977, Brown was elected a Justice of the Supreme Court in
Queens County.
On June 1, 1991, Brown left the Appellate Division to accept Governor
Cuomo’s appointment as the District Attorney of Queens County.

The site describes the organization of the Queens District Attorney’s
Office as follows:
“Since District Attorney Brown took office in June, 1991, the
office has undergone significant reorganization and change, adapting
itself to the crime fighting needs of the diverse communities of the
county. Specialized divisions and bureaus have been created to focus
on areas of concern to residents as well as to businessmen, workers
and visitors to Queens, the City’s second most populous borough.
“In the past few years, one of the most significant initiatives
ever undertaken by the office was put into place with the establishment
in June, 1996 of a prosecutorial policy designed to eliminate plea bargaining
in the most serious felony cases. The policy, which is discussed at
greater length elsewhere in this report, generally prohibits plea bargaining
after the Grand Jury has indicted a defendant on a felony charge.
“The implementation of the new plea policy as well as other prosecutorial
policies and procedures and the day to day administration of the office
is the responsibility of the Chief Assistant District Attorney under
the direct supervision of the District Attorney.

Juror Information
If you are a registered voter in the City of New York, you will most
certainly be called to do jury duty.
Under a more stringent system, people who were never eligible before
for duty are now being called and excuses for not serving have been
severely cut back. Your employer cannot penalize you if you are called
