The One Proposal:
The Transportation Bond Act
By NICK BUGLIONE
Queens voters will decide the fate of the
states $3.8 billion Transportation Bond Act on Nov. 7 a bill that would
bolster train, bus and highway projects in the borough.
"This is something all New Yorkers,
whether you live upstate or here in the city, especially in Queens, need," said Bob
Davis, a spokesman for the New York Committee for Road Safety and Transportation
Improvements, and ardent supporter of the Bond Act.
If passed, the $3.8 billion in state funds
would go toward transportation infrastructure improvements proposed by the Metropolitan
Transit Authority and the State Department of Transportation recently adopted five-year
capital plans.
Under the MTAs $17.1 billion capital
project, Queens stands to receive renovations to the Roosevelt Avenue, Queens Plaza and
Jamaica subway stations, the replacement of all 7 train cars, the introduction of a train
connection to LaGuardia Airport, and extensive bridge rehabilitation.
A Long Island Rail Road connection between
Penn Station and Grand Central Station would also be in the works, in order to facilitate
the ability of thousands of Queens commuters to access Manhattans East Side.
Meanwhile under the DOTs $34.2
billion five-year plan, Queens Grand Central Parkway and Van Wyck Expressway will
receive multi-million dollar facelifts.
However, according to a non-partisan study
conducted by the Independent Budget Office, even if the act passes it would only fund
approximately 9 percent and 13 percent of the MTA and DOTs respective plans.
Nevertheless, Davis said that without
funding from the Bond Act key transportation plans for Queens, most likely the LaGuardia
project, would be pulled.
Others that flat out oppose the measure,
like AAA, argue that it promotes state borrowing at a time when New York has a surplus,
charging that the government has diverted revenues away from transportation.
| Whats The Citizens Union The Citizens Union describes itself as the
oldest, largest and most influential good-government organization in New York City which

for local and citywide offices are listed and described.
The publication also includes interviews with candidates in some cases,
detailed district maps and statistics, and explanations of the elections. It also offers
endorsements in some races based on their candidate interviews.
